TOTAL COST PART I: A $187,603.22 DECREASE TOTAL TIME EXTENSION PART I: ZERO WORKING DAYS PART II: ADJUST COMPENSATION FOR THE CALIFORNIA STATEWIDE CRUDE OIL PRICE INDEX FLUCTUATION According to Section 9-1.07A, “Payment Adjustment for Price Index Fluctuations”, of the Standard Specifications and the Special Provisions, when the California Statewide Crude Oil Index changes by more than five percent between the month of the bid opening and the month the material was used, payment for materials containing asphalt are adjusted. The California statewide crude oil index for the month of the bid opening, April 2020, was 365.5. The index was 345.5 for the month of July 2020, when slurry seals were placed. The adjustment applies to the specified percent asphalt residue (60%) for the LMCQS-1h asphalt emulsion used for slurry seal. A total of 137.50 tons of asphalt emulsion was used. The total payment adjustment is a decrease of $153.66. This amount is included in Bid Item No. 2, “Supplemental Work (Payment Adjustments for Price Index Fluctuations),” in Part I of this change order. This change did not impact the critical path for the project, therefore, granting additional contract time was not warranted.
