This Participating Adde~du is between the State of California and Verizon
Wireless. !
This Participating Adde~du covers the purchase of Wireless Services and
Equipment for all State~·' ep rtments and may include all California political
subdivisions/local gover m nts. "State department" for the purpose of this
Participating Addendum: re~ rs to any entity of the executive branch of California
government including, b~t at limited to agency, department, board, commission,
office, association or insbtu ion. A "California political subdivision/local government"
is defined as any city, c*un , city and county, district, or other local governmental
body or corporation, ind. di g the California State Universities (CSU) and University
of California (UC) syste, s, -12 schools and community colleges empowered to
expend public funds. Each olitical subdivision/local government should make its
own determination whet~er he WSCA program is consistent with its procurement

designed to take advantl• ge of the WSCA Nevada volume purchasing to develop a
wireless (voice and data s rvices and equipment offering unique and specific to the
California State's wirele ',s b siness needs with respect to lowest costs and optimum
operational efficiencies. •
The State of California Prici g offering in Attachment 1, specifically the Plans and
Features, is being offered b sed on the State of California (state and local
subscribers) maintaining '15 ,000 active/billing lines in service with Verizon Wireless
under this Participating AddEjmdum, which includes lines of service from the former
California Wireless contract 1 S-05-58-02. The number of active/billing lines of
service is comprised of b~·bth State and Local government liable (government paid)
subscribers purchasing nd r this State of California WSCA Participating
Addendum. .
If the number of active/billin lines in service with Verizon Wireless falls below,
150,000 for three consec

force and effect, but the spe ial State of California pricing in Attachment 1 will no
longer be available to new li es of service. Lines of service already on the special
State of California pricing wiU be permitted to stay on that pricing, and new lines of
service will be able to use st ndard WSCA pricing if then permitted by the State of
California.

WSCA Master P~ice Agreement number 1907 (hereinafter "Nevada WSCA
Master Price Agr~e ent"). For purposes of this Participating Addendum, the

The State may te~mi ate this contract at any time upon 30 days prior written
notice. Upon terrflin tion or other expiration of this contract, each party will
assist the other party in orderly termination of the contract and the transfer of
all assets, tangible a d intangible, as may facilitate the orderly, nondisrupted
business continuatio of each party. This provision shall not relieve the
contractor of the obli ation to perform under any purchase order or other
similar ordering d~cu ent executed prior to the termination becoming
effective. ·

the case of any such inconsistent or additional terms.

This Participating \L\d endum shall be effective upon approval by the
California Departrnen of Technology and wHI continue until the End Date of
the Master Price Agr ement. Lead State amendments to extend the term
date are automaticall incorporated into this Participating Addendum unless
terminated early if1 a cordance with the terms and conditions of the Master
Price Agreement or t is Participating Addendum.

addendums with resp ct to the subject matter hereof.

The WSCAM/P 'Will fford the opportunity to California political

this Participating Ad endum. California political subdivisions/local
governments, at thei option, will be afforded the opportunity to continue with
the existing plansl or acquire all other products and services provided by the
WSCA-Nevada offerings. The WSCAIWP agrees to provide all reports
required by the RFO and agreed to by the WSCAIWP in its RFO response;
however, due thel,cu tamer Proprietary Network (CPNI) concerns,
appropriate cons~nt ust be obtained from the departments and agencies
included in the re~o . In consideration of allowing local government
agencies to choo~e f om either (i) the special State of California pricing
identified in the P~ici g Worksheets incorporated into this Participating
Addendum and/ori (ii) standard WSCA pricing, the parties agree that any line
that receives newleq ipment under a standard WSCA plan must remain on
standard WSCA prici g for at least ten (1 0) months, and may not switch to
any Plan offered 4nd r State of CA Pricing until at least ten months of its one
year individuallintf te m have been completed. In the event any such line
switches prior to tpe xpiration of at least ten (1 0) months of its one year line
term, the WSCA/I.NP ill migrate the line back to its original standard WSCA
plan. The WSCANV is not required to provide notice when it migrates a line
back to its original, st ndard WSCA pricing under the terms of this paragraph.
