GENERAL INFORMATION II. INTRODUCTION AND OVERVIEW Provide work experience and supe ised training to Welfare-To-Work clients. Overview The County of Fresno, on behalf of he Department of Social Services (DSS), is requesting Statements of Qualification from pu lie or private non-profit organizations and qualified, private for-profit vendors to provide Work E perience or Community Service activities to Welfare-To- Work (WTW) clients. The two core ervices requested are: • Work Experience: An unp id and supervised work activity that provides basic job skills and provides a needed service. • Community Service: Tem crary supervised training activities that serve a useful community purpose and assist cl ents with obtaining basic job skills or enhancing existing job skills. Assignments to this activit can only be used by public or private non-profit organizations. Partnering with the County of Fresn could provide the organization with a supported workforce at no increase in labor burden, as al WTW clients have an active Case-Managing Job Specialist (CMJS) and will not require any co pensation from the vendor. Background The County is seeking community p rtners to provide supervised work and training activities for WTW clients who have limited work experience or limited work skills. Partnering with the County of Fresno could provide an organiza ion with an additional work force to assist with extra work not being completed by an organiza ion's current staff. Placements at work sites generally last up to 6 months, depending on the n eds of the client and availability of work activities. However, placements can be extended up to 2 months at the discretion of the Department. WTW clients are assigned an activ case managing Job Specialist to assist the WTW client with understating the organization's nee s and adhering to work requirements. The maximum monthly hours a participant can assi t is determined by the value of the participant's benefits, divided by the State of California's inimum wage. This will be calculated and monitored by the assigned CMJS. Note: The maximu weekly hours a WTW client can work is 40 hours and will vary by client Target Population Services are targeted at WTW clien s who may have limited work history, job skills, or limited English proficiency. Each client will e assessed by a DSS CMJS for work history, job skills, aptitude, and educational history. 0 ce assessed, the collected information is used to create a WTW Employment Plan and used t match a WTW client with an available Work Experience/Community Service acti ity. Case management will be performed by the CMJS who will assist the client with additional s pportive services, such as transportation and child care. It is the intent of the County to enga e several contractors under a master agreement to provide the professional services described erein. The County reserves the right, a its sole discretion, to terminate this RFSQ process or negotiations with a selected Contra tor and either perform the work with its staff or begin a new RFSQ process. Ill. SERVICES TO BE PROVIDED BY ONTRACTOR Work experience and supervised tr ining to Welfare-To-Work clients. Organizations must be able to provi e all of the following: • A structured learning experienc that takes place at a worksite for a limited period of time that is based upon the needs of the WTW client. This can include on-the-job training, exposure to various aspects of the workplace, job shadowing, community services, and other elements that will assist WTW clients with gai ing work experience and enhancing their skills. o Note: Clients are not allowe to drive while participating in any work experience or community services placement. • Assurance that all work or com unity service experience placements will not displace or partially displace current employees; displace seasonal employees in the construction industry; used to fill promotional positions for current employees; filling positions created by termination, layoff, reduction in work force, or re ulting for a strike/labor dispute; will not replace previously contracted services prior to its expir tion date; and must ensure that the client will not cause the denial of protections afforded to oth r workers on the worksite under State and Federal workplace health, safety, and repre entation laws. o Note: Notices regarding the dis laced employee grievance process must be posted at each work site. • A liaison to work with the DSS MJS to ensure workplace safety, monitor progress of the WTW client, assist with site visits, a d respond to problems reported by the DSS CMJS. The liaison must be able to track and re art the progress of each placed WTW client and assist with monthly monitoring meetings with th CMJS and WTW Client. • A work site that complies with a I Federal, State, and local regulation including the Fair Labor Standards Act of 1938, Workforce I vestment Act, and all applicable health and safety standards. • A work experience that shall no discriminate against any trainee because of race, color, religion, sex, national origin, age, di ability, marital status, or political affiliation or belief. Additionally, the work experience m st comply with the Americans with Disabilities Act. IV. AGREEMENT TERM The term of the Agreement will be o e (1) year, unless prior to its expiration its term is extended in writing, for no more than two addi ional one-year terms, by mutual consent of the Director or his/her designee and the Contractors). There will be no hourly or cost rates presented in the Agreement and will be in effect fort e entire duration of the Agreement. Specific project work may be extended or may be transfe red to another Contractor if work is not concluded by the end of the Agreement. There will be no fees paid to any co tractor as a result of this Agreement. Contract Term The anticipated contract term shall e for one (1) year. Renewal Agreement may be renewed for a p tential of two (2) one (1) year periods, based on the mutual written consent of all parties. V. RFSQ SUBMITTAL REQUIREMEN S Submit one (1) original and one (1 copy of your Statement of Qualifications no later than the RFSQ closing date and time as st ted on the front of this document, to the County of Fresno Purchasing Office at the address on the front of the document. A. The submittal will enable the Selecti n Committee to appraise the general competence and qualifications of the appraisal firms. Please provide the listed information in the following sequence: 1. Firm name, address and phon 2. Type of organization (sole-pro rietorship, partnership, or corporation) 3. Firm principals who will be res onsible for the project, and their educational background, credentials, training and experience 4. Key personnel (including propo ed sub-contractors, if applicable) who will work on the project with their educational backgr und, credentials, training and experience on comparable projects 5. REQUIRED QUALIFICATIONS Eligible Applicants Eligible applicants are private, for-pr fit organizations and private or public non-profit organizations that can provide supe ised work activities to WTW clients. Non-profit organizations need to possess an In ernal Revenue Service Classification as a 501(c)(3) non- profit organization or similar. If applying for multiple work sites, please submit a Work Experience/Community Servi e Qualification Survey for each work site. • Identify the type of organizatio . • Identify which of the core servi es the organization would like the WTW client to perform. (e.g. type of placement, duties that ill be performed, and what necessary service will be performed). • Identify the capacity to which t e organization can perform the service (e.g. number of positions and length of project). • Indicate the organization's abili y to carry out the requested services (e.g. staff that will train the client, work with the Case Mana ing Job Specialist). • Copy of general liability insura ce with an individual insurance minimum of $500,000 per occurrence and $1,000,000 general aggregate. Workers Compensation Insurance is not required as it will be provided by the State of California. • Copy of the organization's 501 c)(3) for verification. SELECTION PROCEDURE A Selection Committee (hereinafter eferred to as "the Committee") will be formed to evaluate the SOQs and to make recommend tions. The Committee will consist of representatives of the Department. The Committee will sc en the SOQs to narrow consideration to those firms with qualifications and experience deem d especially qualified for this commission. The Committee will address the foil wing criteria in its evaluations of the SOQs: Award Criteria • Completed Work Experience/ ommunity Service Qualification Survey. • Clearly identified core services the organization would like the WTW client to perform. • Provide a liaison to work with SS CMJS to monitor progress of the WTW, client assist with site visits, and respond to probl ms reported by the DSS CMJS. • Provide the required generalli bility insurance. • Provide supervision of client. • Non-profit organizations must rovide a copy of their 501 (c) (3). • For profit Businesses must pro ide a copy of their Business License. • Clearly identified type of organi ation. • Meets the minimum requireme ts stated within this RFSQ. • Have an office located within t e County of Fresno. The County reserves the right to conduct a ackground inquiry of each proposer which may include collection of appropriate criminal history info mation, contractual and business associations and practices, employment histories and reputati n in the business community. By submitting a SOQ to the County, the proposer consents to such an inquiry and agrees to make available to the County such books and records the County deems necessary to conduct the inquiry. APPEALS Appeals must be submitted in writin within seven (7) working days after notification of proposed recommendations for award. A "No ice of Award" is not an indication of County's acceptance of an offer made in response to this R SQ. Appeals should be submitted to County of Fresno Purchasing, 4525 E. Hamilton Aven e, Fresno, California 93702-4599 and in Word format to gcornuelle@co.fresno.ca.us. Appe Is should address only areas regarding RFSQ contradictions, procurement errors, selection discrepancies, legality of procurement context, conflict of interest, and inappropriat or unfair competitive procurement grievance regarding the RFSQ process. Purchasing will provide a written re ponse to the complainant within seven (7) working days unless the complainant is notified ore time is required. If the protesting bidder is not satisfi d with the decision of Purchasing, he/she shall have the right to appeal to the Purchasing A ent/CAO within seven (7) working days after Purchasing's notification; except if, notified to ap eal directly to the Board of Supervisors at the scheduled date and time.
