SUBJECT:Fourth Amendment to Amended Five Cities Joint Powers Agreement
RECOMMENDED ACTION(S):
Approve and authorize the Chairman to execute Amendment No. 4 to the Amended Joint Powers
Agreement Creating the Five Cities Economic Development Authority for the addition of the City of
Selma.
The Five Cities Economic Development Authority (Five Cities) includes the cities of Fowler, Kingsburg, Parlier,
Sanger, Reedley and Orange Cove as well as the County as Member Agencies. The recommended action will
authorize the addition of the City of Selma as a member of the agency.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve and authorize the Chairman to execute Amendment No. 4 to the
Amended Agreement. However, the Agreement provides for amendment with the consent of a majority of the
Member Agencies.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The County paid a membership fee for
$6,700 in FY 2016-17. The City of Selma will pay a membership fee proportionate to its population.
DISCUSSION:
The Five Cities was created in 1998 among the cities of Fowler, Sanger, Selma, Parlier, and Reedley. The
County was added to the Member Agencies in 2004, the City of Kingsburg in 2006, and the City of Orange Cove
in 2010. The City of Selma withdrew its membership from the Authority in 2015. The Five Cities was created for
the purposes of providing staff resources, personnel and expertise to assist the local Member agencies,
developing local economic development resources, establishing cooperative relationships to pursue legislation,
seeking funding, planning the allocation of resources, and implementing the Regional Economic Development
Program and strategies for the benefit of the citizens and economies of the Member Agencies
The City of Selma may be added as a member agency upon approval of a majority of the Member Agencies and
a majority of the members of the Five Cities’ Board of Directors. The recommended action will authorize the
addition of the City of Selma as a member agency. Should the City of Selma be added as a member agency,
the membership of the Five Cities’ Board of Directors will increase from seven to eight full-voting members.
Each of the Member Agencies is required to appoint a Director and an Alternate Director from their legislative
body to represent the agency.
