According to Section 9-1.07, “Payment Adjustments for Price Index Fluctuations,” of the Special Provisions and Standard Specifications, Bid Item No. 2, “Supplemental Work (Payment Adjustments for Price Index Fluctuations),” will be reduced to reflect the fluctuation in the California Statewide Crude Oil Index between the bid month and the month asphalt products were used on the project. Bid Item No. 18 – HDPE Canal Liner decreased by 41.69 percent because the temporary detours were not constructed (included in Contract Change Order No.1). The contractor did not make a request for adjustment to the unit price and the actual quantities were paid at the unit price at bid opening, resulting in a decrease of $11,840. Bid Item No. 41 – Geogrid Soil Reinforcing (Temporary Overburden and Drainage), increased by 30.58 percent to reflect the actual quantity placed. The increased quantity in excess of 125 percent of the estimated quantity results in $827.90. Since the quantity in excess of 125 percent results in less than $5,000, no adjustment to the unit bid price is made according to Section 9-1.06, “Changed Quantity Payment Adjustments,” of the Standard Specifications. You did not request a price adjustment.
