HomeMy WebLinkAbout30904Board Agenda Item 38 DATE:September 12, 2017 TO:Board of Supervisors SUBMITTED BY:Margaret Mims, Sheriff-Coroner SUBJECT:Retroactive Amendment No. 3 for the Transportation of Prisoners with the County of Los Angeles Sheriff’s Office RECOMMENDED ACTION(S): 1.Approve and authorize the Chairman to execute retroactive Amendment III to Agreement #14-392 with the County of Los Angeles Sheriff’s Department to adjust the billing rates per mile with no change in the cost per meal for FY 2017-18, effective July 1, 2017 for the transportation of prisoners; and 2.Authorize the Sheriff-Coroner, or her authorized representative, to sign future amendments through the end of the contract term date of June 30, 2019 that do not increase the annual allocation of $8,000. There is no additional Net County Cost associated with the recommended actions. The Sheriff-Coroner’s Office has been utilizing the Los Angeles (LA) County Sheriff’s Department for transporting prisoners since 1989. The current agreement expires on June 30, 2019. The recommended actions establish that the County of Fresno shall pay for services provided under the terms of this Agreement at the amended FY 2017-18 billing rate(s) established by the LA Auditor-Controller’s Office and allow the Sheriff-Coroner or her authorized representative to sign future amendments as long as the rate changes do not increase the annual allocation of $8,000. ALTERNATIVE ACTION(S): There is no viable alternative action. If the agreement is not approved, the Sheriff-Coroner’s Office would have to use Deputy Sheriffs for transport. RETROACTIVE AGREEMENT: The recommended Amendment No. 3 is retroactive to July 1, 2017 due to the Sheriff-Coroner’s Office not receiving the amendment until July 21, 2017 and is being brought to your Board on the first available Board date. FISCAL IMPACT: There is no increase in Net County Cost associated with the recommended actions. The estimated annual cost of $8,000 per year is based on current expenditures for this service. The billing cost per prisoner, per mile will increase from $0.89 to $0.92; the cost per meal will remain at the same rate of $8.00; and the hourly rate if an LA County Deputy Sheriff spends time booking or picking up County of Fresno prisoners, will increase from $71.06 to $73.10 per hour. Appropriations for these services are included in the Sheriff-Coroner’s FY 2017-18 Recommended Budget for Org 3111 and will be included in subsequent budget years. Page 1 County of Fresno File Number: 17-0986 File Number: 17-0986 DISCUSSION: Persons are frequently arrested or detained in other jurisdictions throughout the State of California on the authority of warrants issued from the County of Fresno. Some individuals are placed in custody with the LA County Sheriff’s Department for transporting these individuals back to Fresno County. The LA County Sheriff’s Department operates a statewide transportation system running throughout the State of California on scheduled weekly trips. The County of Fresno has been contracting with the LA County Sheriff’s Department since 1989 since charges are relatively low. The Sheriff-Coroner’s Office utilizes these services whenever possible to generate a substantial cost savings to the County of Fresno. Your Board approved Amendment No. 2 to Agreement # 14-392 on September 13, 2016 for the transportation of prisoners at the amended billing rate(s) effective from July 1, 2016 and authorized the Sheriff-Coroner, or her authorized representative, to sign future amendments through the end of the contract term that do not increase the maximum annual allocation of $4,250. The recommended Amendment No. 3 is effective July 1, 2017. Costs are on a per trip basis and the Department projects an increased annual cost from $4,250 to $8,000 based on prior year expenditures.
