1 AMENDMENT ITO AGREEMENT
2 THIS AMENDMENT I TO AGREEMENT, ("Amendment I"), is made this 6th day of
3 January 12026 ("Effective Date"), by and between the COUNTY OF FRESNO, a political
4 subdivision of the State of California ("County"), and the City of Fowler ("City").
5 WITNESSETH
6 WHEREAS, the County has been designated as the sponsoring agency to administer and
7 implement the Community Development Block Grant (CDBG) Program activities of the County,
8 and its participating cities, in accordance with the provisions of Title I of the Housing and
9 Community Development Act of 1974, as amended, and the laws of the State of California; and
10 WHEREAS, on September 9, 2025, the County and the City entered into Agreement 25-
11 468 ("Agreement"), whereby $766,000 in CDBG funds were made available to the City for the
12 Fowler Panzak Park Improvement, Project No. 24231 ("Project"); and
13 WHEREAS, the City is in need of $212,408 in CDBG funding to complete the Project and
14 reduce local financial contribution; and
15 WHEREAS, the County can provide $212,408 in CDBG funds needed for the Project from
16 the City's 2025-2026 allocation as approved by the Board on August 5, 2025.
17 NOW THEREFORE, in consideration of their mutual promises as hereinafter set forth, the
18 County and City agree to amend the Agreement as follows:
19 1. Page 1, Lines 14-18, is amended to read:
20 "WHEREAS, the City has estimated that the total cost of the Project is $1,121,781, and the
21 City has committed local funds to the Project in the amount of $143,373, and requested the sum
22 of$978,408 from the County's allocation of CDBG funds to complete the Project; and
23 WHEREAS, the County can provide $978,408 in CDBG funds needed for the Project from
24 City-generated CDBG program income and from the City's 2025-2026 allocation; and"
25 2. The proposed funding summary for the Project on Page 2, Lines 27 and 28, is
26 amended to read:
27 "CDBG $978,408
Local Financial Contribution $143,373
28 Total $1,121,781"

1 3. That the dollar figure set forth on Page 2, Line 23; Page 3, Line 13; and Page 4,
2 Line 27, is amended in each such place to read "$978,408".
3 County and City agree that this Amendment I is sufficient to amend the Agreement, and
4 that upon execution of this Amendment 1, the Agreement and this Amendment I together shall be
5 considered the Agreement.
6 The Agreement, as hereby amended, is ratified and continued. All remaining provisions,
7 terms, covenants, conditions, and promises contained in the Agreement shall remain in full force
8 and effect.
