1 AMENDMENT ITO AGREEMENT
2 THIS AMENDMENT I TO AGREEMENT, ("Amendment I"), is made this 9th day of
3 December 2025 ("Effective Date"), by and between the COUNTY OF FRESNO, apolitical
4 subdivision of the State of California ("County"), and the City of Reedley ("City").
5 WITNESSETH
6 WHEREAS, the County has been designated as the sponsoring agency to administer and
7 implement the Community Development Block Grant (CDBG) Program activities of the County,
8 and its participating cities, in accordance with the provisions of Title I of the Housing and
9 Community Development Act of 1974, as amended, and the laws of the State of California; and
10 WHEREAS, on September 10, 2024, the County and the City entered into Agreement 24-
11 495 ("Agreement"), whereby $424,530 in CDBG funds were made available to the City for the
12 Reedley Rupert and Church Reconstruction Project No. 24571 ("Project"); and
13 WHEREAS, the City informed the County that the total estimated cost of the Project has
14 increased from $550,161 to $553,984 due to increased construction costs; and
15 WHEREAS, the City is in need of $129,454 in CDBG funding to complete the Project and
16 reduce local financial contribution; and
17 WHEREAS, there is $129,454 in CDBG funds that can be made available to the City for
18 the Project this fiscal year; and
19 NOW THEREFORE, in consideration of their mutual promises as hereinafter set forth, the
20 County and City agree to amend the Agreement as follows:
21 1. Page 1, Lines 14-21, are amended to read:
22 "WHEREAS, the City has estimated that the total cost of the Project is $553,984,
23 and the City has requested the sum of$553,984 in CDBG funds be made available for the
24 Project; and
25 WHEREAS, the County can provide $553,984 in CDBG funds needed for the
26 Project from the City's 2024-2025 CDBG allocation as approved by the Board in the 2024-
27 2025 Annual Action Plan on June 18, 2024, and from the City's 2025-2026 CDBG allocation
28 as approved by the Board in the 2025-2026 Annual Action Plan on August 5, 2025; and

1 WHEREAS, there is an additional $129,454 in CDBG funds that may be made
2 available to the City for the Project in Fiscal Year 2025-2026;
3 WHEREAS, the Project is consistent with the objectives of the Fresno County
4 Consolidated Plan, including the 2024-2025 and 2025-2026 Annual Action Plans."
5 2. The proposed Project budget on Page 2, Lines 17 through 19, is amended to read:
6 "Construction $385,879
Design & Construction Engineering 91,694
7 Contingency, Permits & Misc. 76,411
Total $553,984"

9 3. The proposed funding summary for the Project on Page 2, Lines 26 and 27, is
10 amended to read:
11 "CDBG $553,984
Total $553,984"

13 4. That the dollar figure set forth on Page 3, Line 13, and Page 4, Line 27, is amended
14 in each such place to read "$553,984".
15 County and City agree that this Amendment I is sufficient to amend the Agreement, and
16 that upon execution of this Amendment 1, the Agreement and this Amendment I together shall be
17 considered the Agreement.
18 The Agreement, as hereby amended, is ratified and continued. All remaining provisions,
19 terms, covenants, conditions, and promises contained in the Agreement and not amended by this
20 Amendment I shall remain in full force and effect.
