Contract Number P-25-064 covering Justice Assistance Grant Program Evaluation Services is amended
as follows:
Include Attachment"B", dated August 29, 2025.
Electronic Signatures. The parties agree that this Agreement may be executed by electronic signature as
provided in this section.
A. An "electronic signature" means any symbol or process intended by an individual signing this
Agreement to represent their signature, including but not limited to (1)a digital signature; (2) a faxed
version of an original handwritten signature; or(3)an electronically scanned and transmitted (for
example by PDF document)of a handwritten signature.
B. Each electronic signature affixed or attached to this Agreement(1) is deemed equivalent to a valid
original handwritten signature of the person signing this Agreement for all purposes, including but not
limited to evidentiary proof in any administrative or judicial proceeding, and (2) has the same force
and effect as the valid original handwritten signature of that person.
C. The provisions of this section satisfy the requirements of Civil Code section 1633.5, subdivision (b), in
the Uniform Electronic Transaction Act(Civil Code, Division 3, Part 2, Title 2.5, beginning with section
1633.1).
D. Each party using a digital signature represents that it has undertaken and satisfied the requirements
of Government Code section 16.5, subdivision (a), paragraphs (1)through (5), and agrees that each
other party may rely upon that representation.
This Agreement is not conditioned upon the parties conducting the transactions under it by electronic
means and either party may sign this Agreement with an original handwritten signature.

Fresno Probation JAG Evaluation: Amendment 1 Proposal
Proposed Amendment Summary
RDA Consulting proposes to amend our current contract with the Fresno County Probation
Department(Probation)to include supporting the development of a Program Guide for the Adult
Reentry Planning Program (ARPP), an initiative funded through the Edward Byrne Memorial
Justice Assistance Grant (JAG).
The additional funding required to complete the guide is $15,000. The work will be performed
over a three month period.
This Fresno Probation JAG Partners Program Guide (Program Guide) is intended to help
Probation and its contracted providers clearly outline the processes and expectations for
collaborative service delivery. This will support decision-making and ensure that individuals on
probation participating in ARPP receive consistent, needs-based referrals to appropriate services.
Specifically, the Program Guide will serve as a practical reference tool that supports:
• Effective coordination between Probation and its provider partners
• Shared understanding of how to make and receive referrals
• Clarification on who is responsible for initiating referrals based on assessed needs
• Guidance on the criteria for making referrals and identifying preferred referral sources
Proposed Scope of Work
The following section outlines RDA's approach to develop the Program Guide. The work will be
carried out by the same RDA team currently supporting the JAG evaluation, ensuring consistency,
efficiency, and familiarity with the ARPP and partner agencies.
Discovery Calls (Month 1)
The development of the Program Guide will begin with a series of discovery calls to better
understand current practices and identify opportunities for improvement.
Probation Calls. RDA anticipates holding three calls with Probation:
1. Initial Process Review: To understand how Deputy Probation Officers (DPOs) currently
interact with JAG partners, including what is working well, where challenges exist, and
what Probation would like to see reflected in the Program Guide.
2. Thematic Debrief: To review overarching themes from the initial round of calls with JAG
partners and validate key insights with Probation.
3. Guide Content Planning:To outline proposed content for the Program Guide and confirm
alignment with Probation's goals.
This collaborative process is designed to build shared understanding and streamline the
development of the guide.
JAG Partner Calls. RDA will conduct two calls with contracted JAG partners:

1. Input Gathering:To collect partner perspectives on existing processes that support ARPP
implementation, identify process gaps, and invite ideas to improve coordination with
Probation and other partners.
2. Content Feedback: To review and gather feedback on potential content areas for
inclusion in the Program Guide.
Program Guide Development (Months 2 & 3)
RDA will synthesize the insights gathered through the discovery process, along with relevant best
practices, into a clear and practical draft of the Program Guide.
RDA will deliver an initial draft of the Program Guide to Probation and will incorporate feedback
through up to two rounds of revision before finalization. A review schedule will be established
at the outset of the development phase to ensure efficient collaboration.
The finalized Program Guide will be delivered in two formats:
1. A fixed PDF version for formal release and reference.
2. An editable DOCX version that Probation can update over time as processes and contacts
evolve.
