YES® NOD 2 SUMMARY OF PROJECT SCOPE: Summary of the Existing Condition, Project Scope, and the Expected Benefits: Existing Condition: The project includes sidewalk improvements with an emphasis on ADA compliance. The project would provide basic amenities such as pedestrian facilities that are ADA compliant to improve transportation in the area. Key destinations in the area include places of worship, local businesses, Wawona Middle School and Powers-Ginsburg Elementary School. Currently, the majority of the proposed project area lacks sidewalks. Pedestrians are forced to either walk on a dirt path or in the street alongside motorized vehicles on a high-traffic roadway. People who are wheelchair-bound are forced to travel in the street alongside traffic instead of having adequate sidewalk and ADA curb ramp facilities. Project Scope: Construct sidewalks with curb and gutter on the west side of Palm Avenue between Gettysburg Avenue and Ashlan Avenue including ADA curb ramps, and also on Holland Avenue and Swift Avenue west of Palm Avenue to close sidewalk gaps. Expected Benefits: Because this is a residential area with an elementary and middle school, parents and students will enjoy improved access and safety. The proposed project will fill in the gaps and repair the poor sidewalk conditions which cause daily issues for students. The project improvements will help protect children from physical injuries and vehicle hazards and give them a safer path to school and other destinations. Existing curb & gutter will be replaced with the sidewalk installation where needed to improve drainage. Currently, there are sections with no sidewalk and settled, cracked or lifted existing curb & gutter. Walking to school during bad weather is particularly hazardous. During wet weather, the dirt where sidewalks are muddy and slippery. Since students will no longer be forced to walk on the street meant for vehicle use, the proposed project helps protect children from traffic accidents. By addressing the issues of puddling during rainy weather, the project combats poor air quality in dry, windy weather. PROJECT PURPOSE: Describe the main purpose of the project: The purpose of the project is to improve air quality and reduce emissions by closing gaps in pedestrian infrastructure that will encourage increased walking and less driving by providing safe pedestrian infrastructure.
