Contract Number P-23-348 covering consultation services for disaster cost recovery (Declaration 4683-
DRE-CA) is amended as follows:
The contract with your company expires June 26, 2025. The County of Fresno desires to extend this
contract for an additional one-year period effective June 27, 2025 through June 26, 2026. Prices will be
firm for the contract period. Amendment provisions shall remain in full force and effect with any contract
renewals.
Include updated Scope of Work and Budget(Revised Attachment"A").
Maximum: The County of Fresno desires to increase this Agreement in the amount of Ten Thousand
Dollars ($10,000.00). In no event shall services performed and/or fees paid under this Agreement be in
excess of One Hundred Thirty Thousand Dollars ($130,000.00).
Electronic Signatures. The parties agree that this Agreement may be executed by electronic signature as
provided in this section.
A. An "electronic signature" means any symbol or process intended by an individual signing this
Agreement to represent their signature, including but not limited to (1) a digital signature; (2) a faxed
version of an original handwritten signature; or(3)an electronically scanned and transmitted (for
example by PDF document)of a handwritten signature.
B. Each electronic signature affixed or attached to this Agreement(1) is deemed equivalent to a valid
original handwritten signature of the person signing this Agreement for all purposes, including but not
limited to evidentiary proof in any administrative or judicial proceeding, and (2) has the same force
and effect as the valid original handwritten signature of that person.
C. The provisions of this section satisfy the requirements of Civil Code section 1633.5, subdivision (b), in
the Uniform Electronic Transaction Act(Civil Code, Division 3, Part 2, Title 2.5, beginning with section
1633.1).
D. Each party using a digital signature represents that it has undertaken and satisfied the requirements
of Government Code section 16.5, subdivision (a), paragraphs (1)through (5), and agrees that each
other party may rely upon that representation.
This Agreement is not conditioned upon the parties conducting the transactions under it by electronic
means and either party may sign this Agreement with an original handwritten signature.

Recovery, Project Management and Technical Support Services
Dear Terri and Sarah:
DRE appreciates the partnership with Fresno County and the DRE team has enjoyed working to help the
County maximize its grant funding under the Public Assistance programs.
DRE is requesting an amendment to the contract to include the following Scope of Work:
P-23-348(4683-DR-CA and other events)
• Assist Fresno County with responding to various Request For Information (RFIs) issued by FEMA
• Finalize and submit Category A: Debris removal project worksheets(PWs).
• Finalize and submit Category B: Emergency protective measures PWs.
• Finalize and submit Category C: Roads and bridges PWs for JOC contracts and Category C: Roads
and bridges PWs to cover force account labor.
• Identify and separate Category C: Roads and bridges projects that may have Environmental
Historic Preservation (EHP) issues and assist with any needed permitting or consultation with
regulatory agencies.
• Assist with FEMA Consolidated Resources Center(CRC) inquiries.
• Provide support for appeals and arbitrations.
• Assist with PW and specific disaster application closeouts.
• Assist with future audit reconciliations.
• Provide debris removal training to County staff and partners.
• Provide assistance with all future emergencies and disasters, and consultations, as requested.
• Category Z PWs.
o Assist County with drafting FEMA PW development for costs incurred in accordance
with Category Z: Indirect and direct administrative costs.
o Assist County with creating indirect cost proposals that will be included with the above-
mentioned draft PWs.

o Amend in the amount of$120,000, increasing the total contract cost to
$130,000.
DRE will continue following the original contracted Scope of Work including but not limited to:
Assisting with FEMA project worksheet development, including:
o Performing site inspections
o Drafting damage descriptions and dimensions
o Drafting scopes of work (SOWS)
o Assisting with project estimates
o Project-specific eligibility for project worksheets
• Assisting with specific DR 4569 appeals and other eligibility matters related to FEMA's
determinations.
• Working with County project managers to identify,evaluate and organize project costs.
• Providing subject matter expertise that resulted in FEMA reversing its eligibility determinations
to the County's favor.
• Advising the County on the best way to set up and organize project information and supporting
documentation to meet FEMA's and Cal OES'expectations.
• Initiating conversations with FEMA and Cal OES that resulted in the County receiving the
necessary level of assistance and program support.
• Providing ongoing program training and support to County staff.
• Attending necessary meetings with and on behalf of Fresno County before Cal OES and FEMA.
