Compensate the contractor per the methods established in the Standard Specifications and Special Provisions Section 9-1.07 for fluctuations greater than or less than five percent in the California Statewide Crude Oil Index for the month the material was placed, when compared to the index published for the month of the bid opening. The California Statewide Crude Oil Price Index for the bid opening month, March 2024 was 433.2. The index was 461.6 in August 2024 and 401.4 in October 2024, which applies to Pay Estimate Nos. 2 through 4 for the quantity of asphalt in the hot mix asphalt (HMA) and SS-1 H Tack Coat. The asphalt content in the 3/4-inch HMA mix from Vulcan-Ashlan plant was 4.30 percent. COUNTY OF FRESNO CONSTRUCTION MANAGEMENT CONTRACT CHANGE ORDER JENSEN AVENUE SHOULDER IMPROVEMENTS CHANGE ORDER NO. 1 AND OVERLAY, MADERA AVE TO DICKENSON AVE FEBRUARY 4, 2025 FEDERAL PROJECT NO.: CML-5942(283) PAGE 4 OF 5 CONTRACT NO. 23-01-C was reduced to 2.92 percent to account for the 25 percent reclaimed asphalt pavement(RAP). The adjustment applies to 5,255.70 tons of HMA placed in Aug 2024, and 8,320.86 tons placed in October 2024.The asphalt content in the 3/4-inch HMA mix from Vulcan-Madera plant was 4.40 percent. The percent was reduced to 3.07 percent to account for the 25 percent RAP. The adjustment applies to 1381.92 tons of HMA placed in August 2024. Also, asphaltic emulsion (SS-1 h) was utilized on the project where the minimum percent asphalt residue for the emulsion placed as tack was 57 percent. The adjustment applies to a total of 0.88 tons of emulsion placed as a tack coat in August 2024 and 24.86 tons placed in October 2024. The total compensation adjustment for price index fluctuation resulted in a decrease of$1,396.39. This amount is being adjusted in Bid Item No. 1, Supplemental Work (Payment Adjustments for Price Index Fluctuations), with no net cost increase to the contract TOTAL COST PART II: $0.00 (ADJUSTED IN BID ITEM NO. 1) TOTAL TIME EXTENSION PART II: ZERO (0) -WORKING DAYS PART III: GRANT A TIME EXTENSION This time extension was requested by the contractor. Grant a time extension of 13 -working days to the allotted contract time according to Section 8-1.07B, "Time Adjustments," of the Special Provisions. This time extension is being granted due to the delays that occurred to the striping operation as a result of the shortage for glass bead supply.
