FIRST AMENDMENT TO
MASTER DUAL JURISDICTION COOPERATIVE AGREEMENT
This First Amendment to the Master Dual Jurisdiction Cooperative Agreement
(Cooperative Agreement) is made and entered into this 17th day of December
2024, by and between the City of Fresno, a California municipal corporation (City), and the
County of Fresno, a political subdivision of the State of California (County) (collectively, the
Parties) with respect to Projects performed cooperatively by the Parties.
RECITALS
WHEREAS, the parties entered into the Cooperative Agreement on September 10,
2019; and
WHEREAS, over the course of the term of the Cooperative Agreement, the parties
entered into sub-agreements or Project Specific Supplement Agreement(PSS)for Project(s)
with mutual benefit to perform, as a cooperative endeavor with facilities located across
City/County jurisdictional boundaries, as to which the City and County share jurisdictional
responsibility (Projects); and
WHEREAS, the City and County recognize that the establishment of the Cooperative
Agreement and PSS have proven to be effective, enabling both agencies to expedite project
implementation and streamline project delivery; and
WHEREAS, the term of the Cooperative Agreement expires December 31, 2024, and
allows for the term of the Cooperative Agreement to be extended by mutual agreement of
the Parties; and
WHEREAS, the Parties desire to extend the term of the Cooperative Agreement to
December 31, 2029 to allow the Parties to continue to enjoy the benefits to performance of
dual jurisdiction projects.

NOW, THEREFORE, in consideration of the mutual agreement, the City and County
agree as follows:
AGREEMENT
1. The term of the Cooperative Agreement shall be extended through
December 31, 2029.
2. Except as otherwise provided herein, all other terms and conditions contained
in the Cooperative Agreement are unaffected by this First Amendment and shall remain in
full force and effect.
