The County of Fresno has approximately 7,500 employees with desktop or mobile devices requiring licenses for various products. To be eligible to participate bidders must be a Microsoft Value Added Reseller (VAR) participating in the current Riverside Microsoft Enterprise Agreement Enrollment No. 01E73970 and must provide pricing using rates from the County of Riverside Master Enterprise Agreement Level D minus two percent as a baseline. The intent is to award to one VAR for use by the County of Fresno for the term of November 1, 2019 to June 30, 2024. Scope of Work The selected bidder will facilitate enrollment(s) into Microsoft Enterprise Agreement #01E73970 for the County as an authorized Value Added Reseller (VAR). Enrollment(s) may include current product, new product, subscriptions, Azure and all other products and services offered in the Master Microsoft Product List. Comply/Not Comply Compliance and understanding of the specification are to be noted by marking “COMPLY” in the space provided to the right of the specification. Non-compliance is to be indicated by marking “NOT COMPLY” on the space. A detailed statement explaining why you would fail to meet the stated specification or requirement must accompany all non-compliant items. Failure to mark the following could result in your bid being non-responsive. BIDDER TO COMPLETE THE FOLLOWING: SPECIFICATIONS COMPLY/ NOT COMPLY GENERAL: The successful bidder must be a Microsoft authorized Value Added Reseller (VAR). Comply Resell all available product and online services, including Azure metered services, through County of Riverside Master Microsoft Enterprise Agreement No. 01E73970. Comply Acceptance of a NET 45-day payment upon receipt of approved invoice. Comply P-19-582 CUSTOMER SUPPORT: Provide reports showing year to date annual spend according to COUNTY’s specifications, as requested. Comply Provide reports of licenses purchased and added on to enrollment according to COUNTY’s specifications, as requested. Comply Provide a licensing portal that allows the tracking of licenses beyond the capabilities of the Microsoft VLSC. This portal will show, but not be limited to, all licenses on the current enrollment, quantities of said licenses, track licenses at department/agency levels, transfer licenses to and from each department/agency, and have reporting functionalities. Comply Provide training to the COUNTY’s Microsoft administrators on Microsoft portals such as VLSC, Office 365, Azure, etc. within 30 days of receiving a purchase order for such products that introduce a new portal. Comply Provide documentation to COUNTY within 90 days of when Microsoft has made a change to a license and advise of any grandfather or conversion rights within that same timeframe. Comply Provide a brief synopsis of why an amendment is needed and the ramification of each amendment to an enrollment at the time of such amendment. Comply Provide an updated price list on an annual basis or when Microsoft changes price point, whichever occurs sooner, in an Excel spreadsheet to COUNTY. This price list must capture, at minimum, the following categories for each product: SKU, product description, MSRP, NET (Level D -2%), VAR’s uplift and contracted unit price. Comply Award Criteria a. Lowest overall markup above the contracted Government Level D -2% of Published Reseller Cost (NET) for all product and online services and Level D for Azure metered services. b. Adherence to VAR general and customer support specifications as detailed in the Comply/Not Comply listed above. Submit a complete Attachment A with your bid.
