HomeMy WebLinkAboutSTATE DPH-Hepatitis C Prevention and Collaboration Program_A-24-490 Awd Ltr.pdf State of California—Health and Human Services Agency California Department of Public Health a I)COPH r o; TOMAS J.ARAGON,MD,DrPH GAVIN NEWSOM Director and State Public Health Officer Governor Award Letter October 3, 2024 TO: ELIGIBLE CALIFORNIA LOCAL HEALTH JURISDICTIONS (LHJs) SUBJECT. $9M Hepatitis C Virus (HCV) PREVENTION AND COLLABORATION ALLOCATION The California Department of Public Health (CDPH), Sexually Transmitted Diseases (STD) Control Branch is pleased to award State General Funds to your LHJ to support HCV prevention and control activities consistent with the 2023 Budget Act (AB 102, Chapter 38, Statutes of 2023) which authorizes a one-time, $9 million investment available for encumbrance or expenditure until June 30, 2028, pursuant to California Health and Safety Code (H&SC) Section 122440. This allocation is set to begin on July 01, 2024, and end on June 30, 2028. Unspent funds may be carried forward for expenditure from one fiscal year to another until June 30, 2028. The final allocation amounts for specific LHJs are available on the STI/HCV Prevention SharePoint Site. The submitted workplan for FY 2024-2025 and budget documents for FY 2024-2025 through FY 2027-2028 have been reviewed and approved by the CDPH - STD Control Branch. Retain this official Award Letter, approved workplan and budget documents attached for your records. LHJs must submit a new FY 2025-2026 workplan (if different from FY 2024-2025) and revised FY 2025-2026 budget (if different from what has been previously approved) no later than March 03, 2025, to receive FY 2025-2026 allocations. The LHJs must adhere to the workplan activities, and any subsequent revisions, along with all instructions included in the $9M HCV Prevention and Collaboration Reference Guide, policy memoranda, or directives issued by the CDPH-STD Control Branch. The CDPH-STD Control Branch will make any changes or additions to these guidelines in writing and, whenever possible, notification of such changes shall be made 30 days prior to implementation. Upon completion of activities as indicated in the workplan, and upon receipt and approval of the invoices, CDPH agrees to reimburse the LHJs for activities performed and expenditures incurred in accordance with the total amount of their agreements. Invoices must itemize costs in the level of detail indicated by the Electronic Invoice Template instructions. Completed and signed invoices shall be submitted electronically no more than forty-five (45) calendar days after the end of each quarter to STDLHJInvoices(a_cdph.ca.gov with a cc to your Local Assistance Funding Specialist Michelle Bull at Michelle.Bull(a�cdph.ca.gov. Refer to Part 4 — Standards and Procedures in the $9M HCV Prevention and Collaboration Reference Guide for specific information regarding invoicing and payment procedures.
