SUBJECT: Revenue Agreement with California Department of Public Health for Sexually
Transmitted Disease Program
RECOMMENDED ACTION(S):
1. Approve and authorize the Chairman to execute a revenue agreement with the California
Department of Public Health for core sexually transmitted disease prevention program
management, effective July 1, 2024 through June 30, 2026 ($1,424,130).
2. Approve and authorize the Director of Public Health, or designee,to execute the State
Contractor's Release for the final invoice.
There is no additional Net County Cost associated with the recommended actions. Approval of the first
recommended action will help allow the Department of Public Health (Department)to continue to
implement the activities of the Sexually Transmitted Disease (STD)program with funding provided by the
California Department of Public Health (CDPH).Approval of the second recommended action will allow the
Director of the Department to execute the Contractor's Release for the final invoice at the close of the grant
term. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board choose not to approve the recommended action,
the Department would not receive the funding for its STD program and would not be able to fund these
critical services to the vulnerable populations within the community.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions.The recommended
agreement will provide $1,424,130 from July 1, 2024 through June 30, 2026. The annual allocation for FY
2024-25 and FY 2025-26 will be$712,065. The agreement allows full indirect cost recovery at the
Department's rate of 24.426%. Sufficient appropriations and estimated revenues will be included in the
Department's Org 5620 FY 2024-25 Recommended Budget and will be included in future budgets for the
duration of the term.
DISCUSSION:
The Department has received funding from CDPH since 2004 to support STD prevention and control
activities. Chlamydia, Gonorrhea, and Syphilis, including Congenital Syphilis, remain the most commonly
reported communicable diseases in the County. The recommended agreement will help cover the cost of
program staff as well as allow for the Department to increase and improve community-based testing to
assist the County in ensuring the success of STD Collaboration program functions.The Department will

partner with non-profit agencies as required by the State to provide STD testing to at risk populations within
the County.
In 2022, the most recent year for which data is available for Chlamydia and Gonorrhea, the Department
recorded 6,329 new cases of Chlamydia and 2,245 new cases of Gonorrhea; this is a marginal decrease
from 2021 which saw 6,448 cases of Chlamydia and 2,700 cases of Gonorrhea. In 2023 the Department
recorded 1,537 cases of Syphilis with an additional 20 cases of Congenital Syphilis, this was a negligible
decrease from 2022's 1,564 Syphilis cases but was less than half the 42 Congenital Syphilis cases for that
year.
This agreement combines the previous two agreements, Core STD Program Management(STD Core)and
STD Program Management and Collaboration Project(STD Collab), which are expiring on June 30, 2024.
The funds for this are split into the STD Core side, $252,182, and the STD Collab side, $459,883, of which
$229,942 must be used to support CBO's. To fulfill the CBO support requirement the Department is
planning to work with local partners to increase STD testing in the County, especially among the most
at-risk communities.
