Letter of Agreement for PLA and NCFL Joint"IMLS Grant"
Project Phase One Participants(California and Georgia Libraries)
This will serve as an agreement between the Public Library Association (PLA)(the"Association"),a division of the
American Library Association(ALA)and Fresno County Public Library. By signing the letter below,Ffa.5M0
P,)a,�L' the Awardee)agrees to the following terms and conditions in connection with the joint PLA and National
Center for Families Learning(NCFL) IMLS grant initiative.
The Association agrees to distribute$30,000 to the Awardee to cover staff time,facility use,and other potential
expenses related to the IMLS Grant.The Awardee agrees to:
Project's Online Learning Opportunities(Winter 2023-Spring 2024)
1. Participate in a series of online meetings, hosted by PLA and NCFL,which will introduce the project's
training topics and serve both as a feedback mechanism and train the trainer.
a. Attend a series of training sessions,to be held at three week intervals.Topics will include:
i. The Public Library Family Engagement Framework and related Ideabook
ii. Asset Based Community Development(ABCD)
iii. Hosting culturally sensitive conversations with Spanish-speaking library patrons/users.
2. Review and provide feedback on resources for hosting community conversations and understanding the
outcomes of those conversations.
Implementing Family Engagement Tools(Fall 2024-Spring 2025)
1. Using the materials developed above as a guide, host at least two conversations with no fewer than five
local Spanish-speaking families to better understand what they need and want from the library.
2. Distribute a portion of the financial award referenced above to the conversation participants.
a. Examples of conversation participant expenses include funds to offer smaller stipends,cover
travel costs,or support concurrent children's programming that enables parent participation.
3. Identify and work with a Spanish-speaking parent as a liaison to participate in these conversations.
4. Provide a financial stipend to the liaison referenced above.
5. Provide Spanish translation for the community conversations if they are unable to be conducted in
Spanish, including working with an interpreter in necessary.
6. Report conversation outcomes back to PLA,NCFL,and their state libraries.

3. Provide PLA staff(Megan Stewart mstewart@ala.org)with:a)signed W-9 and b)completed ALA ACH
enrollment form from the library's administrative unit. PLA staff needs these documents to begin the
payment process.

office. A signed copy will be returned for your files.
