SECOND AMENDMENT TO MEMORANDUM OF UNDERSTANDING BElWEEN THE COUNTY OF
FRESNO AND THE SAN JOAQUIN RIVER EXCHANGE CONTRACTORS GROUNDWATER
SUSTAINABILITY AGENCY WITH RESPECT TO IMPLEMENTATION OF THE SUSTAINABLE
GROUNDWATER MANAGEMENT ACT IN A PORTION OF THE DELTA-MENDOTA SUBBASIN
5 This Second Amendment to the Memorandum of Understanding With Respect to
6 Implementation of the Sustainable Groundwater Management Act in a Portion of the Delta -Mendota
7 Subbasin is entered into between the County of Fresno ("County") and the San Joaquin River Exchange
8 Contractors Groundwater Sustainability Agency ("Agency''). This Second Amendment shall be effective
9 as of the date of last execution by the Parties below ("Effective Date").

RECITALS
In March of 2015 the Parties entered into a Memorandum of Understanding concerning
12 implementation of the Sustainable Groundwater Management Act in a portion of the Delta-Mendota
13 Subbasin ("MOU").
14 In December, 2017 the Parties executed the First Amendment to the Memorandum of
15 Understanding ("First Amendment"). The First Amendment is attached as Exhibit B. Among other things,
16 the First Amendment identified lands within the exterior boundary of the Agency GSA territory to be
17 managed by Fresno County as Fresno County GSA Management Area B. The First Amendment
18 identified these lands as "County Islands" and described them by reference to the map attached as Exhibit
19 A to the First Amendment.
20 Following adoption of the First Amendment, the Parties discovered inaccuracies in Exhibit A to
21 the First Amendment. The purpose of this Second Amendment is to correct such inaccuracies by
22 superseding and replacing Exhibit A to the First Amendment with Exhibit A to this Second Amendment.

NOW, THEREFORE, the Parties Agree as follows:
1.Exhibit A to the First Amendment is superseded and replaced by Exhibit A to this Second
25 mendment. Exhibit A to the First Amendment shall have no further force or effect.
26 2.Upon and after the Effective Date of this Second Amendment, the lands identified in the
27 First Amendment as "County Islands" shall be those lands depicted in red and identified as "FRESNO
28 COUNTY MOU AREA" in the "Legend" of Exhibit A to this Second Amendment.

1 3 . Except as expressly stated herein, the MOU and First Amendment shall remain in full
2 force and effect.
3 IN WITNESS WHEREOF, the Parties have executed this Second Amendment and it is effective
4 as of the last date of execution .
