This Annual Financial and Operating Plan (Annual Operating Pl a n), is hereby made and e ntered
into by and between th e Fres no County Sheriff's Department, hereinafter referred to as
"Cooperato r," and th e USDA, Fores t Service, Sierra National Forest, hereinafte r referred to as
the "U.S. Forest Service," under the prov isio ns of Cooperative Law Enforcement Agreement
#17-LE-11051360-024 executed o n . Thi s Annual Operating Plan is made and agreed

September 30, 20 17 at th e ra te o f $50.00 per month.
II . PATROL ACTIVITIES:
A . Time s chedules for patrol s w ill be flexible to all ow fo r emergencies, o ther pri o rities, and
d ay-to-day needs of bo th Coo perator and th e U.S. Forest Service. Ample time will be
s pe nt in each area to make res id e nts a nd v is ito rs aware th at law e nfo rceme nt officers are
in th e vic inity.

Ass ig nment of o ne De puty She riff s h all be th e patrol of Stump Sprin gs R oad and th e
High Sierra R ecreati o n Area; each to be pro v id ed at a minimum of o nce per week or as
need indi cates. Othe r r oads needing patro l o n a regular b as is include but are not limite d
to: Dinkey C reek Road, McKinley Gro ve R oad , Courtright R oad, Black Rock Road,
Trimme r Springs Road , and Big C re e k R oad . These road s w ill be patrolled as need
indicates o r as requeste d by th e des ig n ated representa tive or alte rnate represe ntative with
the agree ment of the Cooperator.

re prese ntative li s ted in Item I-A of thi s Annual Operating P l an. The designated
re p resentat ive will then no ti fy Cooperator w hethe r f und s w ill be a utho ri zed for
re imbursem e nt. I f fund s a re autho ri zed, th e parties wi ll t hen j o intl y prepare a revised
Annual Operatin g Pl a n .
I . Dru g Enfo rceme n t: Thi s w ill be h and le d o n a case by case b asis. The request will
no rmall y com e from the Patro l Captain; however, it m ay come from the Speci al
Agent in C h arge or th e ir designate d represen tati ve. Re imbursement s ha ll be made
a t the rates s pecified in Sectio n I-B . Deputi es ass ig ned to the inc ide nt w ill
coordin ate a ll of th eir activities w ith the design a te d offi cer in charge of th e
incide nt.
2 . Fire Emergency: During emergency f ire s uppress io n s itu a tions a nd upo n re qu es t
b y the Forest Service pursuan t to an incident resource order, th e Cooperator agrees
to provide s pecia l se rvices beyo nd those provided und e r S ecti o n II-A , w ithin the
Cooperato r 's resource capabili t ie s , for the enfo rcemen t of State a nd local laws
rel ated to th e protecti on of persons a nd their pro perty. The Cooperator w ill be
compensated a t t he rat e s pec if ie d in Secti o n I -B ; the Fo rest Serv ice w ill s pecify
t i mes a n d sched ul e s . Upon concurre nce o f t he local p a trol Capta in o r their
des ignated represe nt ative, a n offic ia l from th e In cident Management Team
managin g the incid ent, Coope rator perso nn e l assigned to an incide nt where meals
a re provi d ed wi ll be e ntitl ed to s uc h meal s.
3. Gro up Gatherings: T hi s in cludes but is not limited to s itu atio ns which are
n ormally unanti c ipated or w hich typically includ e very s ho rt notices, large group
gatherin gs such as rock concerts, demon s tration s, and organi z ation rendezvou s.
