MEMORANDUM OF UNDERSTANDING

BETWEEN THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES
AND
THE COUNTY OF FRESNO, CALIFORNIA
I. PURPOSE
The California Department of Social Services ("CDSS") provides support to
California counties and communities involved in the child welfare services system.
In order to further improve outcomes for children and youth in the child welfare
system, including foster care, it is important to have a consistent and
comprehensive assessment of a child's or youth's individual needs to match with
appropriate services and provide a method to alert the proper authorities should
the child be at risk. As part of this effort, CDSS has contracted with Institute for
Child Outcomes, d/b/a Kids Insight ("Kids Insight"), to provide a comprehensive
multi-rater assessment tool called the Treatment Outcomes Package ("TOP"). The
Agreement between CDSS and Kids Insight, CDSS Agreement 16-SUB-00799
(hereafter "Agreement"), is attached as Exhibit 1.
This Memorandum of Understanding (MOU) is entered into by the CDSS and the
County named above ("County"} for the purpose of authorizing County access to
TOP and to participate in the services described in the Agreement. County agrees
to comply with the obligations of the Agreement as a condition of access to TOP.
II. SCOPE OF WORK
By participating in this MOU, County shall have access to the TOP web-based
behavioral assessment and data collection tool and subscription service capable
of measuring and monitoring the well-being of children placed in California's child
welfare system. This tool will directly benefit children in care by allowing for all
who are involved in their case plan to actively participate in providing feedback
related to their functioning and well-being. The rating shall include challenges and
strengths and provide immediate alerts to users when risk factors are present.
This tool shall incorporate perspectives of all who care for the child, including the
child when developmentally appropriate, and results will inform best practices in
case planning, service coordination and delivery.
The services shall be implemented in two phases over a three-year term: a nine-
month pilot followed by statewide implementation. Kids Insight shall provide the
following services in implementation and operation of TOP:
A Development of an implementation plan, in consultation with CDSS, County
and other stakeholders.
B. Coordination with County to identify individuals to participate in the program.

M. For the purposes of the TOP services that are the subject of this MOU, County
is not required to purchase separate or additional services from Kids Insight. In
order for County to obtain through this MOU any Kids Insight products or
services not included in the Agreement, County must first request and receive
express written approval by CDSS. If it's unclear whether a Kids Insight
product or service is included in the Agreement, County shall first consult with
the CDSS Contract Representative. Any additional products or services not
approved in writing by CDSS shall be the responsibility of County.
V. TERM
The term of this MOU is: Upon CDSS Approval through June 30, 2018.
VI. GENERAL PROVISIONS
A. No condition or provision of this MOU shall be waived or altered except by
written amendment signed by a duly authorized representative of CDSS and
County.
B. Termination without cause: This MOU may be terminated by either party
without cause upon 30 days written notice.
C. Termination with cause: This MOU may be terminated immediately by either
party if the terms of this MOU are violated in any manner. However, CDSS or
County shall provide written notice to the other party of such termination for
cause of this MOU.
