SUBJECT: Retroactive Amendment I to Central Star Behavioral Health, Inc. Agreement 23-278
for Transition Age Youth Mental Health Services
RECOMMENDED ACTION(S):
Approve and authorize the Chairman to execute a retroactive Amendment I to Agreement No.
23-278 with Central Star Behavioral Health, Inc.to update rates for the Transitional Age Youth
(TAY) Full Service Partnership (FSP) program, effective July 1, 2023 with no change to the term of
July 1, 2023 through June 30, 2025, or maximum compensation of$6,896,782.
Approval of the recommended action will allow the Department of Behavioral Health (DBH)to update the rate
sheet for Central Star Behavioral Health, Inc. (Central Star) under the new payment reform requirements in
accordance with California Advancing and Innovating Medi-Cal (CaIAIM). This item is countywide.
ALTERNATIVE ACTION(S):
Should the Board not approve the recommended action, DBH would not be able to reimburse Central Star at
the appropriate rates for their contracted type of program and would result in underpayment to the provider
for actual services provided.
RETROACTIVE AGREEMENT:
The rates approved in agreement No. 23-278 (Exhibit G1) are incorrect for the TAY FSP program due to an
unrecognized error at the time of approval. DBH is seeking to correct the error by making the adjustment to
the corrected rates (Revised Exhibit G1a) retroactively to July 1, 2023.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum
compensation for FY 2023-24 will remain at$3,573,391. The maximum compensation for the entire contract
term remains at$6,896,782. The agreement is funded with Medi-Cal Federal Financial Participation, Mental
Health Realignment, and Mental Health Services Act (Community Services and Supports)funds. Sufficient
appropriations and estimated revenues are included in the Department's Org 5630 FY 2023-24 Adopted
Budget and will be included in future budgets for the duration of the contract term. Actual costs will be
determined by actual services provided.
DISCUSSION:
On June 20, 2023, your Board approved agreement No. A-23-278 with Central Star to operate a licensed
and credentialed full-service partnership program to provide mental health services, supports, and housing

to the Transition Age Youth (TAY) population, ages 16 to 25.
A processing error occurred when combining all documents for approval by your Board and the incorrect
rates were inadvertently attached to the original agreement(Exhibit G1). The error was not detected until
after the Board approved the agreement. The rates attached in the original agreement reflect the clinical and
field-based rates for DBH providers, but this provider should be reimbursed at the "Full Service
Partnership/Assisted Outpatient Therapy/Therapeutic Behavioral Health Services" rate structure (attached in
the recommended amendment as Revised Exhibit G1a). DBH is requesting the change as addressed in the
recommended amendment to become effective retroactive to July 1, 2023, replacing the existing Exhibit G1.
OTHER REVIEWING AGENCIES:
The Fresno County Behavioral Health Board was informed of the recommended amendment at the August
2023 meeting.
