Dear Mr. Banks,
On June 20, 2023, the Board of Supervisors executed County Agreement No. 23-293
("Agreement") with Turning Point of Central California, Inc. ("Contractor") for Residential
Substance Use Disorder(SUD) treatment services in Fresno County.
Department of Health Care Services (DHCS) established County hourly rates based on
classification, which were used to determine rates for contracted providers. After the Agreement
was drafted, DHCS established a different reimbursement rate for Supplemental/Add-On
service codes. These are codes that describe additional and simultaneous services that were
provided to the beneficiary during the visit or codes that describe the additional severity of the
person's served condition. These codes cannot be billed independently. They must be billed
with another(primary) procedure.
The Supplemental/Add-on service codes are not currently part of the Agreement. Per Article 15-
General Terms, Section 15.1 (B), the Department of Behavioral Health (DBH) Director or
designee has the authority to make changes to the service rates in Exhibit J that are needed to
accommodate state mandated rate increases that do not add or alter any other items or
conditions of the Agreement. The DBH Director will be adding the Supplemental/Add-On service
codes to the Agreement so that Contractors can bill for these additional services, as applicable.
The following Supplemental/Add-On service codes are hereby added to Exhibit J and are
contingent on the guidance and requirements stated by DHCS.
