applicable policies, procedures, and legal requirements as
described in the Comprehensive Tobacco Control Plan Guidelines
including: the Allocation Agreement Terms; Local Lead Agency
Administrative and Policy Manual; and, any statutes, program
letters, and other conditions stipulated by the California Tobacco
Control Program.
