California Children and Families Act of 1998 (the "Commission"), and the County of Fresno, a Political
Subdivision of the State of California ("County"). The Commission and County are collectively referred to
herein as the "Parties" or singularly by their individual names or as a "Party."

0-5 and their families. The Commission is the master tenant of the Facility.
C. County provides services as collaborative partner Agencies to families with children
