HomeMy WebLinkAbout2020C CCO 04.pdf COUNTY OF FRESNO CONSTRUCTION MANAGEMENT CONTRACT CHANGE ORDER AMERICAN AVENUE AND GOLDEN STATE BLVD CHANGE ORDER NO. 4 INTERSECTION IMPROVEMENTS FEBRUARY 28, 2022 CONTRACT NO. 20-20-C PAGE 1 OF 4 TO: AJ EXCAVATION INC: Make the following changes to the plans and specifications or do work not in the plans and specifications for this contract. Because of the change(s), 20-WORKING DAYS will be added to the contract time. PART I: COMPENSATE THE CONTRACTOR FOR THE EXTRA WORK ASSOCIATED WITH THE UNDERLYING CEMENT TREATED BASE—EXTRA WORK This compensation adjustment was requested by the contractor. In accordance with Section 4-1.05, "Changes and Extra Work," of the Standard Specifications, compensate the contractor for the various extra work associated with discovery of the underlying cement treated base on Golden State Boulevard, between sta. 26+39 and 43+67. The underlying cement treated base is to remain in place. The extra work resulted by removing and reutilizing the existing pavement into the new roadway section using alternate methods in lieu of pulverizing it in place and having to saw-cut for the various traffic signal conduits and the 12-inch reinforced concrete pipe crossing trenches. Payment for this work will be made as extra work at force account according to Section 9-1.03, "Payment Scope," of the Special Provisions. Total compensation for this work resulted in $20,619.68. A total of four working days will be added to the contract time for this work. TOTAL COST PART I: A $20,619.68 INCREASE TOTAL TIME EXTENSION PART I: FOUR (4)—WORKING DAYS PART II: ALLOW THE CONTRACTOR TO FULLY CLOSE THE WEST LEG OF THE AMERICAN AVENUE DURING MEDIAN AND ROAYWAY CONSTRUCTION This change was requested by the contractor. In accordance with Section 4-1.05, "Changes and Extra Work," of the Standard Specifications, allow full roadway closure of American Avenue between Golden State Boulevard and HWY 99, for a total of 15- working days due to the potential public safety concerns during construction of the proposed improvements in this area. This change resulted in an overall cost saving, a total of$3,500 (County's share), of which will be credited as a deduction to the project as allowed per Section 4-1.07, "Value Engineering," of the Standard Specifications. This change did not impact the critical path for the project, so additional contract time was not warranted. TOTAL COST PART II: A $3,500 DECREASE TOTAL TIME EXTENSION PART II: ZERO (0) -WORKING DAYS Contractor We,the above signed contractor, have considered the change proposed and hereby agree,if this proposal is Auditor Controller approved,that we will provide all equipment,furnish all materials,except as may otherwise be noted above, Business office and perform all services necessary for the work above specified,and will accept as full payment therefore the _Board of Supervisors _Const.Management prices shown above. Design If the Contractor does not sign acceptance of this order, his attention is directed to the requirements of the specifications as to proceeding with the ordered work and filing a written protest within the time therein specified. COUNTY OF FRESNO CONSTRUCTION MANAGEMENT CONTRACT CHANGE ORDER AMERICAN AVENUE AND GOLDEN STATE BLVD CHANGE ORDER NO. 4 INTERSECTION IMPROVEMENTS FEBRUARY 28, 2022 CONTRACT NO. 20-20-C PAGE 2 OF 4 PART III: REMOVE AND DISPOSE THE EXISTING BURIED UNDER CONCRETE PIPES AND HEADWALLS —EXTRA WORK This extra work was authorized by the engineer. In accordance with Section 4-1.05, "Changes and Extra Work," of the Standard Specifications, furnish all labor, equipment, and materials to remove and dispose the buried under concrete head wall and 12-inch concrete pipe at sta. 124+45 American Avenue median crossing between Golden State N/B and Golden State S/B. Also, remove and dispose buried under 12-inch concrete pipe and head wall at sta. 38+75 Golden State Boulevard S/B lanes. Perform all work according to the applicable sections of Standard Specifications and/or Special Provisions, as directed by the Resident Engineer. Payment for this work will be made at force account according to Section 9-1.03, "Payment Scope," of the Special Provisions. Payment for this work was calculated according to Section 9-1.04, "Force Account," of the Standard Specifications, resulting in an increase of$3,921.08. A total of three working days will be added to the contract time for this work. TOTAL COST PART III: A $3,921.08 INCREASE TOTAL TIME EXTENSION PART III: THREE (3)—WORKING DAYS PART IV: COMPENSATE THE CONTRACTOR FOR THE CALIFORNIA STATEWIDE CRUDE OIL PRICE INDEX FLUCTUATION This compensation adjustment was requested by the contractor. Compensate the contractor per the methods established in the State Standard Specifications and Special Provisions Section 9-1.07 for fluctuations greater than or less than five percent in the California statewide crude oil index for the month the material was placed, when compared to the index published for the month of the bid opening. The California Statewide Crude Oil Price Index for the bid opening month, May 2021, was 354.40. The index was 433.5 in December 2021, and 404.7 in January 2022 which applies to the Pay Estimate No. 5 for the quantity of asphalt in the hot mix asphalt (HMA) and emulsion (tack coat). The asphalt content in the%-inch HMA from the Calaveras Materials, Inc. plant was 4.73 percent. The percent was reduced to 3.96 percent to account for the 15 percent reclaimed asphalt pavement(RAP). The adjustment applies to 3,082.58 tons of%-inch HMA placed in December 2021 and 1,237.96 tons of 3/-inch HMA placed January 2022. The asphalt content in the 3/4-inch HMA from Vulcan-Ashlan plant was 4.98 percent. The percent was reduced to 4.32 percent to account for the 15 percent reclaimed asphalt pavement (RAP). The adjustment applies to 1,054.74 tons of'/-inch HMA placed in January 2022. Also, asphaltic emulsion (SS-1 H) was utilized on the project where the minimum percent asphalt residue for the emulsion placed as tack was 57 percent. A total of 1.95 tons of tack coat was used on the project in December 2021. A total of 3.66 tons of tack coat was used on the project in January 2022. This amount will be paid through Bid Item No. 1, Supplemental Work (Payment Adjustments for Price Index Fluctuations) with no net cost increase to the contract. This change did not impact the critical path for the project, so additional contract time was not warranted. TOTAL COST PART IV: $0.00 (PAID IN BID ITEM NO. 1) TOTAL TIME EXTENSION PART IV: ZERO (0)—WORKING DAYS PART V: GRANT A TIME EXTENSION This time extension was requested by the contractor. Grant a time extension of 13 working days according to Section 8-1.07B, "Time Adjustments," of the Special Provisions. This time extension includes four(4) working days for the additional holidays granted by the Department to the contractors and nine (9)working days for the inclement weather/wet subgrade conditions.
