HomeMy WebLinkAbout2102C CCO 01.pdf COUNTY OF FRESNO CONSTRUCTION MANAGEMENT CONTRACT CHANGE ORDER LINCOLN AVENUE COLD PAVEMENT RECYCLING CHANGE ORDER NO. 1 LINCOLN AVENUE FROM SR 145 TO FIG AVENUE MARCH 1, 2022 FEDERAL PROJECT NUBMER: CMLSTBG-5942(300) PAGE 1 OF 3 CONTRACT NO. 21-02-C TO: YARBS GRADING AND PAVING INC: Make the following changes to the plans and specifications or do work not in the plans and specifications for this contract. Because of the change(s), ZERO (0) WORKING DAYS will be added to the contract time. PART I: UTILIZE RECYCLABLE PAVEMENT FABRIC This change was requested by the engineer. In accordance with Section 4-1.05, "Changes and Extra Work," of the Standard Specifications, utilize a recyclable pavement fabric(Trumbull Trupave or similar) in lieu of the non-recyclable (Mirafi MPV500 or similar) pavement fabric for the pavement interlayer. Payment for this change will be made as an additional agreed unit price of$0.385 per square yard (in addition to the unit bid price of Bid Item No. 53, Paving Fabric) according to Section 9-1.03," Payment Scope," of the Special Provisions. The estimated quantity of the fabric is 77,440 square yards; the estimated additional cost resulted in $29,814.40 (77,440 SY x $0.385 per SY = $29,814.40). This amount will be adjusted to reflect the actual amount of fabric placed upon completion. This additional payment will be made as extra work for the completed work. This change did not impact the critical path for the project, so additional contract time was not warranted. TOTAL COST PART I: A $29,814.40 INCREASE TOTAL TIME EXTENSION PART I: ZERO (0)-WORKING DAYS PART II: COMPENSATE THE CONTRACTOR FOR THE CALIFORNIA STATEWIDE CRUDE OIL PRICE INDEX FLUCTUATION This compensation adjustment was requested by the contractor. Compensate the contractor per the methods established in the Standard Specifications and Special Provisions Section 9-1.07 for fluctuations greater than or less than five percent in the California statewide crude oil index for the month the material was placed, when compared to the index published for the month of the bid opening. The California Statewide Crude Oil Price Index for the bid opening month, August 2021, was 403.9. The index was 456.2 in November 2021 and 433.5 in December 2021 which applies to the Pay Estimate No. 4 for the quantity of asphalt in the hot mix asphalt (HMA) and paving asphalt used for the pavement interlayer. The asphalt content in the 3/-inch HMA from Vulcan-Ashlan plant was 4.56 percent. The percent was reduced to 3.87 percent to account for the 15 percent reclaimed asphalt pavement(RAP). The adjustment applies to 2,715.74 tons of 3/-inch HMA placed in November and 8,193.59 tons of'/-inch HMA placed in December 2021. Also, paving asphalt(PG-64-16) was utilized on the project. A total of 12.15 tons of asphalt was used on the project in November 2021, and 36.77 tons used in December2021. Design If the Contractor does not sign acceptance of this order, his attention is directed to the requirements of the specifications as to proceeding with the ordered work and filing a written protest within the time therein specified. This amount will be paid through Bid Item No. 1, Supplemental Work (Payment Adjustments for Price Index Fluctuations) with no net cost increase to the contract. This change did not impact the critical path for the project, so additional contract time was not warranted. TOTAL COST PART II: $0.00 (PAID IN BID ITEM NO. 1) TOTAL TIME EXTENSION PART II: ZERO (0)-WORKING DAYS PART III: ADJUST COMPENSATOIN FOR THE USE OF WARM MIX ASPHALT This compensation adjustment was requested by the contractor. In accordance with Section 4-1.05, "Changes and Extra Work," of the Standard Specifications, use warm mix asphalt for the placement of the overlay at the Lincoln Avenue, from Fig Avenue to Cornelia Avenue. Payment for the additional cost will be paid at an agreed unit price of$6.60 per ton (in addition to the unit bid price of Bid Item No. 49, Hot Mix Asphalt (Type A%" Grading)) according to Section 9-1.03, "Payment Scope," of the Special Provisions. A total of 3,718.38 tons of the warm mix asphalt was utilized; the additional compensation resulted in $24,541.30 (3,718.38 tons x$6.60 per ton = $24,541.30). This amount will be made as extra work. This work did not impact the critical path for the project, so granting additional contract time was not warranted.
