INTER-DEPARTMENTAL AGREEMENT
BETWEEN THE COUNTY OF FRESNO DEPARTMENT OF SOCIAL SERVICES AND
HUMAN RESOURCES
The following Inter-departmental Agreement is entered into between the County of Fresno Department
of Social Services and Human Resources concerning the provision of employment and other services.
I.
Recitals
A. WHEREAS, the Department of Social Services (DSS)has a need for personnel services;
and
B. WHEREAS, Human Resources (HR)has the facilities, equipment, and skilled personnel
needed to provide such services;
C. NOW, THEREFORE, in consideration of their mutual covenants and conditions,the
parties agree as follows:
II.
SERVICES AND RESPONSIBILITIES
A. FIR shall perform all services and fulfill all responsibilities as identified in Exhibit A,
Summary of Services and Responsibilities, Section 1, attached hereto and by this
reference incorporated herein.
B. DSS shall be responsible for services as identified in Exhibit A, Summary of Services
and Responsibilities, Section 2, attached hereto and by this reference incorporated herein.
III.
COMPENSATION
In consideration of the services provided pursuant to this Agreement, DSS shall pay to HR the Auditor
Controller/Treasurer-Tax Collector approved hourly rate based on actual staff time incurred. Based on FY
2021-22 activity, HR estimates that services performed under the one-year term of this Inter-Departmental
Agreement for org 5610 will be approximately Seven Hundred Ninety Thousand Dollars ($790,000.00).
Estimated services performed for org 5611 will be Nine Thousand Nine Hundred Dollars ($9,900.00).
However, actual charges will be based on actual work performed and can vary from the estimate based on
actual DSS activity.
HR shall compile all documentation requ'red to support direct billing,which includes 1.)the mechanism of
how costs are being allocated to DSS; 2.) the specific activities that are performed for all direct labor
charges; and 3.)any and all reimbursable costs(pass-through expenses).A template for each journal,along
with all supporting documentation, shall be provided to DSShlvoices@fresnocountyca.gov semi-quarterly
for the prior period's expenditures. Supporting documentation for pass-through expenses shall be submitted
as expended. Upon receipt, and verification of requested documentation, DSS shall process a journal
voucher for payment to HR.
IV.
AMENDMENT,DURATION AND TERMINATION
A. This Agreement may only be amended or added to in writing,which is dated and signed
by all parties.
B. This Agreement shall become effective on July 1,2022 and shall remain in effect for one
year,through June 30,2023.
C. This Agreement may be terminated without cause at any time, by either party, upon no
less than thirty(30)days'advance written notice.

SUMMARY OF SERVICES &RESPONSIBILITIES
I.HUMAN RESOURCES SHALL PROVIDE THE FOLLOWING SERVICES:
A. Administration and Classification Services:
1. Maintain the County Classification Plan;
2. Conduct compensation planning and job classification studies; and
3. Other administrative and classification services as requested.
B. Employment Services:
1. Develop and disseminate recruitment publicity;
2. Process all employment and promotional applications, including verifying candidate
qualifications;
3. Develop, schedule, administer, and score all examinations which measure candidates'
relative abilities to perform the Essential Functions of the vacant position, and develop
an annual plan for recruitment and testing;
4. Refer names and addresses or eligible applicants for employment consideration; and
5. Other employment services as requested.
C. Labor Relations:
1. Meet and confer with Labor Representatives on matters that involve wages, hours, and
other terms and conditions of employment:
2. Confer with and advise regarding Human Resources and Labor Relations programs,
policies and procedures;
3. Administer Memoranda of Understanding; and
4. Administer the discrimination complaint process and the employee grievance dispute
resolution process.
II.DSS SHALL BE RESPONSIBLE FOR THE FOLLOWING:
A. Compensate HR in accordance with Section III of the Inter-departmental Agreement;
B. Maintain the security and confidentiality of employee files;

C. Conduct orientation procedures for new DSS employees to acquaint him/her with the specific
organization and the general rules he/she will be expected to observe; and
D. Certify to HR that the required evaluations have been performed for named employees.
