Contract Number P -21-159 covering the provision of COVID 19 Agricultural Outreach is amended as
follows:
Include additional services to provide at home test kits to agricultural workers and their families as
described in revised attachment “A”. This amendment will be effective January 1, 2022, through the
expiration date of the agreement. Amendment provisions shall remain in full force and effect with any
contract renewals.
Maximum: The County of Fresno desires to increase this Agreement in the amount of Fifty Thousand
Dollars ($50,000.00). In no event shall services performed and/or fees paid under this Agreement be in
excess of One Hundred and Fifty Thousand Dollars ($150,000.00).
Electronic Signatures. The parties agree that this Agreement may be executed by electronic signature as
provided in this section.
A.An “electronic signature” means any symbol or process intended by an individual signing this
Agreement to represent their signature, including but not limited to (1) a digital signature; (2) a faxed
version of an original handwritten signature; or (3) an electronically scanned and transmitted (for
example by PDF document) of a handwritten signature.
B.Each electronic signature affixed or attached to this Agreement (1) is deemed equivalent to a valid
original handwritten signature of the person signing this Agreement for all purposes, including but not
limited to evidentiary proof in any administrative or judicial proceeding, and (2) has the same force
and effect as the valid original handwritten signature of that person.
C.The provisions of this section satisfy the requirements of Civil Code section 1633.5, subdivision (b), in
the Uniform Electronic Transaction Act (Civil Code, Division 3, Part 2, Title 2.5, beginning with section
1633.1).
D.Each party using a digital signature represents that it has undertaken and satisfied the requirements
of Government Code section 16.5, subdivision (a), paragraphs (1) through (5), and agrees that each
other party may rely upon that representation.
This Agreement is not conditioned upon the parties conducting the transactions under it by electronic
means and either party may sign this Agreement with an original handwritten signature.

Revised Fresno County COVID-19 Vaccination Outreach Plan
Goal: To provide community outreach to agricultural employees and their families throughout
Fresno County on the benefits and safety of the COVID-19 vaccines, dates, and locations of
vaccination events and clinics, and providing and promoting the use of personal protective
equipment (PPE). There are an estimated 100,000 agricultural employees in Fresno County, and
they and their families are being affected by the COVID-19 pandemic. Outreach is necessary to
convey the importance of receiving a COVID-19 vaccine and to continue compliance with health
and safety protocols to reduce the number of COVID-19 cases in the agricultural community.
Outreach Campaign
Ensure America Project (IAP) will immediately execute outreach to our target audience with a
two-prong approach including direct communication with agricultural workers at the worksite and
coordination with agricultural employers. IAP will continue its partnership with the Fresno
County Farm Bureau and Nisei Farmers League to reach and educate agricultural
employers and their employees. A long-sustained effort is needed due to the varying harvest
seasons throughout the year in Fresno County. With IAP’s contract with Fresno County about to
end this proposal is a continuation of IAP’s outreach efforts and to provide information on the
COVID-19 vaccines and help coordinate vaccinations for agricultural workers and their families.
Educators, Trainers and Director
Trainers will conduct outreach events at packing houses and in the fields to distribute materials
to employees. They will work directly with supervisors/leads to provide information to their
workforce. The outreach worker will spend 75% of their time on the project.

IAP will distribute PPE provided by Fresno County to agricultural workers and their families:

Goals
By IAP continuing with the partnerships with Nisei Farmers League and the Fresno County Farm
Bureau through their members, our goal is at a minimum reach on average 2,500 agricultural
workers a month. During the length of the plan, it would be a total of 30,000 agricultural workers.
With the influx of workers during harvest for certain commodities such as blue berries,
cherries, grapes, and raisins we can potentially reach at least 35,000 agricultural employees
throughout the entire project.
Total Compensation ($150,000)
Total Budget ($100,000) (May 1, 2021 – December 31, 2021)
Personnel ($36,000)
No benefits are paid besides Social Security and Medicare
Director ($1,500 monthly salary)- $12,000
The Director/Counsel that spends 25% of their time on the project. He spends 10 hours a
week which equates to 40 hours a month or 320 hours over the length of the 8 months.
Agricultural employer outreach ($25 per hour) - $24,000
The outreach worker spends 75% of the time which amounts to 30 hours a week or around
120 hours per month on the project. Over the length of the 8-month plan this should equate
to 960 hours.
Non-Personnel ($15,000)
Travel (115 miles per month @ .56 per mile) - $500
Distribution Equipment (i.e., trailer, etc.) - $3,400
Facility/Storage - $8,000
Cell Phone - $600
Miscellaneous/Social Media - $2,500
Other Costs ($49,000)
Fresno County Farm Bureau expenses - $1,000
Clerical work @ $25/hour for 5 hours each month
Nisei Farmers League ($6,000 monthly) - $48,000
800 to 1000 miles per month reimbursed at the mileage rate $.56
Clerical - 10 hours a week/ 40 hours a month/ 320 hours over the length of 8 months @
$38/hour
Outreach Coordination - 20 hours a week/ 80 hours a month/ 640 hours over the length of
8 months @ $75/hour.
NFL has agreed not to charge more than $6,000 a month for labor services and mileage.
