Contract Number P -20-375 covering Shelter Services is amended as follows:
The contract with your company expires June 30, 2021. The County of Fresno desires to extend this
contract for an additional year effective July 1, 2021 through June 30, 2022. Prices will be firm in
accordance with the terms and conditions of our Contract Number P-20-375. See Revised Attachment A
– 6/16/2021 which replaces Revised Attachment A – 4/14/2021. Amendment provisions shall remain in
full force and effect with any contract renewals.
Maximum: The County of Fresno desires to increase this Agreement in the amount of Ninety Thousand
Six Hundred Dollars ($90,600.00). In no event shall services performed and/or fees paid under this
Agreement be in excess of One Hundred Eighty Three Thousand One Hundred Dollars ($183,100.00).
Electronic Signatures. The parties agree that this Agreement may be executed by electronic signature as
provided in this section.
A. An “electronic signature” means any symbol or process intended by an individual signing this
Agreement to represent their signature, including but not limited to (1) a digital signature; (2) a faxed
version of an original handwritten signature; or (3) an electronically scanned and transmitted (for
example by PDF document) of a handwritten signature.
B. Each electronic signature affixed or attached to this Agreement (1) is deemed equivalent to a valid
original handwritten signature of the person signing this Agreement for all purposes, including but not
limited to evidentiary proof in any administrative or judicial proceeding, and (2) has the same force
and effect as the valid original handwritten signature of that person.
C. The provisions of this section satisfy the requirements of Civil Code section 1633.5, subdivision (b), in
the Uniform Electronic Transaction Act (Civil Code, Division 3, Part 2, Title 2.5, beginning with section
1633.1).
D. Each party using a digital signature represents that it has undertaken and satisfied the requirements
of Government Code section 16.5, subdivision (a), paragraphs (1) through (5), and agrees that each
other party may rely upon that representation.
This Agreement is not conditioned upon the parties conducting the transactions under it by electronic
means and either party may sign this Agreement with an original handwritten signature.

DESCRIPTION OF SERVICES
RH Community Builders (RHCB) will provide staffing and supplies to approximately 20
households experiencing homelessness and placed for shelter in RH Community Builder’s
motel facility, the Flats. Compensation for motel nights will be provided separately through the
County’s agreement A-20-182.
RHCB shall provide 1.25 FTE staff on-site at The Flats to monitor clients, inspect and clean
rooms, and provide Homeless Management Information System (HMIS) data entry support.
RHCB shall provide 1.0 FTE staff on-site at The Flats to help clients become document-ready
and remove barriers to housing.
RHCB shall provide supplies needed for households’ motels stays, replacement for lost or
damaged motel room items, as well as repairs for any damages caused by the CoC households
while they are utilizing the facility. Normal wear and tear and operational costs will not be
included as eligible expenses for this agreement.
CONTRACTOR RESPONSIBILITIES
• Ensure that staff is on-site 24/7 and maintain a safe and secure environment in the facility.
• Inspect each of the designated rooms on a daily basis to ensure cleanliness and habitability,
as well as to inspect for damage.
• Ensure the completion of any necessary repairs for client-caused damages while the
households are lodging at the shelter facility.
• Provide clients with supportive services and assist clients in addressing their barriers with
the goal in maintaining permanent housing.
• Ensure that all needed supplies are replacement items required for the regular operation of
the motel facility are provided as needed to guests.
• Ensure that HMIS data entry is completed for all households in compliance with the U.S.
Department of Housing and Urban Development standards.
